When is the best time to buy a plane ticket when it's getting to crunch time?

In other words I need to plan a trip about 3 weeks away, should I risk waiting to buy my plane tickets in hopes that the prices will go down and get a last minuet fare. I am flying my In-laws in from EL Paso TX to Chicago IL.
