If you are looking for a reasonable fare to England then I would recommend traveling before July. Reason being school in England start getting out in July and many families begin traveling. This will lead to fare rises and flights selling out of seats.
Normally, from experience, you can get good fare deals about 8 - 12 weeks from your expected departure date. Fares tend to be the lowest if you travel Monday - Thursday provided your stay is at least a week. Plus at this point you still have a good flight selection but seating can be limited on some flights at peak times. However if flight selection or seat selection is a priority over fare price then you may want to book your ticket 12 - 20 weeks in advance thereby getting a good route with a good choice of seats. Even if you cannot book at least 8 weeks in advance, sometimes if you book about 4 weeks in advance you can get good fares but your choices, seat and flight, maybe severely limited.
With that said if you are not a US citizen or you are planning to stay more than a few weeks then you may need a visa. Best thing to do is to contact the nearest British Consulate to find out if you need a visa and if you do then it may impact when you buy your ticket.When will plane tickets to England go up in price for the summer?You never know, could be in an hour or it could be next week or next month or next May. Remember, that there isn't a set price for all the seats in coach. How the seats are priced is that the airline may have 9 different prices for a coach seat. They then divide up the seats among the 9 price points, some with more seats some with less. So when you do a search, what it is really telling you is that at this price which is the cheapest available on this particualar flight that there is at least one seat still available. Once all the seats are sold at that the lowest price point, that's what you, the consumer see as the price going up.

The down side is that you need to buy the ticket as far out as possible to make sure that you buy your ticket before any price drop.
